Rogues aren't proficient with martial weapons. The Halfling's weapon familiarity ability moves halfling sling from exotic to martial, so it's still not a weapon rogues are proficient with.
You'll need to tell me more about your character for me to diagnose the problem. I just created an Elf Pal 2/Rog 1 with DEX 18 and Leather Armor, and he has an AC of 16.
I can make the AC 15 if I give the character has enough gear to put him at medium encumbrance - medium encumbrance gives you a Max DEX of +3, as if you were wearing armor (pg 171, right-hand column).
Weapon Familiarity: Half-orcs are proficient with greataxes and falchions and treat any weapon with the word “orc”
in its name as a martial weapon.
1. There is no weapon called a halfling Sling
2. There is a Sling in the simple weapon table.(Normally wizards can't use this but a halfling wizard could, hero lab shows it can't)
3. There is a Sling Staff, Halfling in the Exotic weapon table (this is probably the weapon he meant which is considered a Martial weapon to halflings that halfling Rogues can't use unless they take a feat but a halfling fighter could use without taking a feat.)
I presumed he was talking about the Staff Sling, Halfling.
I read it that they treat them as maritial weapons, and gain proficiency with them if they are proficient with martial weapons.
I apologize - I didn't take a good look at the rule and code before replying. There's currently nothing in the half-orc race that gives them those weapon proficiencies, and that'll be fixed in the next version.
