Multiple user accounts on Mac

I had a problem with Hero Lab a while back. It seemed that my license would periodically stop working. It turns out that the problem was that every time my brother started up hero lab on his separate user account on my machine, Hero Lab prompted him to transfer the license to the "new machine". He accepted without realizing what he was doing, and without telling me. The excellent Lone Wolf staff helped me find out what was going on. I was forced to activate my secondary license to get it working smoothly on both user accounts. The support agent who helped me seemed surprised that I needed two license numbers on one computer.

Fast forward to today. I just got me an iPad, and found out that the Hero Lab app needs its own license number. Also, I found an old thread on these forums where it was said:
... multiple activations on the same machine will only count as one license. ...
What am I doing wrong? Hero Lab definitely believes the two user accounts on my one computer are two separate machines. From the context of the old thread, this seems to be unintended behavior. I'd like to be able to use one license for my Mac and the free secondary for the iPad. What do I do?
