Is there some means of declaring that a character is swimming, climbing, flying, on difficult terrain, etc., so that speed and other relevant stats are adjusted? I would imagine these to be types of conditions and available on the appropriate tab, but I didn't see anything.

Climbing and Swimming/Underwater are on the Conditions Tab under Circumstances and Combat Actions, but not Flying or on Difficult Terrain.
