I have a question. Why does the Bags of holding and the handy haversack weight half as much for small creatures? I'm I missing something in a book? I thought they weighted a set amount.

Check the fine print in the Equipment chapter. Items sized for Small creatures weigh half of their weight for Medium creatures. Similarly items for Large creatures weigh more as well.

It will all depend upon what the item is sized for.

I think Bags of Holding might be an exception to that rule Corzat. They aren't worn items, so they don't "shrink down" to the size of the small wearer. My first instinct is that this is a bug, but I'd have to research a bit more to confirm it. Regardless, I'd say report it and we'll check it out.
