Using the editor you input them in as "R Cust Special" and then on the "Available To Race" section select "Ogrekin".

Script your ability and then do a "Test Now!" and you will see it aviable as a selection for the Ogrekin then.

Iirc, the Council of Thieves user data set also contains Ogrekin with a new Deformity that I had to recreate in HL. Shadows correct you have to use the rCustom specials tab and link it to the Ogrekin race for it to be available. It was quite easy to do once the mechanics were understood.
