The available updates list continues to show updates I've already downloaded and applied. How do I know if an update is installed or not?

Do you mean they show as new updates (with the !) or just that they still show up in the list?

Correct only updates with the "!" in front need to be downloaded because they are 'new'. This also don't take the 'bold' update to be one you need that is just the "selected" update in the window.
