Is there a way to have an armor set count as medium for proficiency use but have it not affect movement speed?

Use the editor to create/copy the armor you want to use. Then click the "Edit" button for "Armor Category", and make sure "Slows" is unchecked.

Or use the Community Pack's adjustment "Equipment, Armor No Longer Slows".
