You can create User tags, but actually in this case, it probably wouldn't do you much good. We would need to make a request to have the x5 tag added to HL.

Nope its a Dynamic tag meaning it can be created on the fly! So on the Equipment->Weapon tab make a new weapon that is setup as a "helper Thing Only?" weapon. Then on the "Critical hit Multiplier" click the tags and select "- new tag -" and in the new window fill in "5" for all the fields. Save and test now! and you will have a x5 tag you can select on other weapons then.
