Unfortunately I had to make the call that the 3PP stuff would require the official licenses for AGP, UC and UM as the books just pull to many Things from those licenses. So yes if you loaded the 3PP Pack and your getting error messages the main reason would be from missing those official licenses.
It is possible with a bit of work to pull the Tome of Secrets out of the 3PP Pack and just run the files you need. In that case I "think" it would run without the above licenses but I am not 100% sure on that.
