No... anything besides 4e and Savage World has the core skeleton files fully locked/encrypted.
You would need to start from scratch in making Starfinder for HLC. While this can be done I would expect about 2 months straight (40 hr work weeks) to build a functional frame work. As you would have only savage world (which is not even close) as as starting point.
