So you have custom .user files you have made. Have you tried temporally moving your .user files out of the data\pathfinder folder to see if the issue still happens?
The only thing I can think of is you are setting the field
rGiveSpec to zero.
Just as a note there is a pre-built procedure in the community stuff called (
GiveEthnic) that will correctly setup Ethnicities for a race.
