In addition to the LEs, the Promotional figs need to be added to the appropriate datafiles. For MK, there is Santa Claus, which was given out as a Warlord (judge) Gift Holidays 2001. For Marvel HC, there is Spiderman. For DC HC, there is Batman. And for MW, I'm not sure what the promos were, but I know several were included in promo packs that were handed out. Actually, there are already promos out for Crimson Skies, Creepy Freaks, and Indyclix (the next Heroclix game).

I have the two HC promo figs, and they are different form all other versions of the same characters.

Now, while promotional figs aren't allowed in tournament play, they are often used in casual play, and certainly need to be added for inventory purposes.
