I tried the new files yesterday and the Dark Elf army's validation is still broken.
Didn't GW change the requirements for Repeater Bolt Throwers to one qualifying
infantry regiment for each _two_ RBTs at the same time they corrected the cost
from fifty to one hundred?

2RBT for 1UNIT located? Which WDwarf?

I don't know the actual WD#. I was referencing the Direwolf FAQ which
repeats that information, the change in RBT cost, the clarification of what
a qualifying DE infantry regiment is, and that you may purchase two RBT for
each qDEir. Given that HE can buy two RBT w/o any support and one
additional for each support regiment, DE getting two for one is quite fair.

does that balance with HEs getting two free RBT and one for each
