Vehicle Sensor Arrays

I am confused about sensor arrays, everywhere I look online people have them on their vehicles, suggest which sensors to use in them, and just recommend them in general, but in HL you can not add them to a vehicle at all? Am I missing a book to add them or was it just never implemented?
