Can this be used only to account for multiple bootstraps of the same Special Ability or Class Ability, or can it also be used for Racial Abilities and Spell-Like Abilities?
 
As far as I understand xCount only exists for Class Specials only. Sort of makes sense as you don't level up Races and don't normally bootstrap the same Thing to a race multiple times.

What are you trying to accomplish?
 
I'm trying to recreate the (rather cheesy, I admit) Spellfire Wielder power from the Forgotten Realms (Magic of Faerun), but as a template (incorporating the Spellfire Channeler prestige class) whose powers depends on the base character's level/HD (a bit like the Divine Guardian template from AdvBestiary, whose spell-like abilities were more developed for more powerful characters). I initially coded Spellfire and some PrC powers as Racial abilities; maybe I should make them "Abilities" or even "Class Abilities" instead.
 
If you're trying to count levels what about xTotalLev?

I have to count the number of instances a particular ability is added to the character through the template. The way it's done for things like Sneak Attack or the 3.5 warlock's eldritch blast seemed more useful to me.
 
You could have each apply a Custom tag to the hero, and have the main one count the number of tags.
