M&M 3rd ed. Unarmed Multiattack with max strength

I am trying to build a PL8 character with an 8 strength that has an unarmed multiattack (claw, claw, bite), and I can't figure out how to set that up in Hero Lab Classic.
Using the damage power gives the over limit, because the strength is maxed, and damage requires at least a +1, and multiattack only costs the damage part, not the strength.
Using Strength Effect allows only 7, not 8.
I am completely confused and flustered.
