Unable to add lore skills

Are you looking at the Skills page under the Abilities section and not the Play section? I see the + in the corner and clicking it brings up Lore Skills.

I'm having the same problem. I created a character with the Noble background and the program seems to want me to create some kind of Lore skill. There appears to be no way to do this. There is no "+" sign on the skills tab or the skills section of the main character sheet.

On the vast majority of my and my players' characters I see the '+', but on one particular Rogue which is owned by one of my players in one of my campaigns, there is a missing '+' in the skills tab. This is a level 14 Scoundrel Rogue with Acrobat Background and Swashbuckler Dedication. There are other Rogue characters who have the '+' available, so not sure exactly what it is on this particular character causing it to be missing.
There is a bug on our to-do list that applies to characters with quite a lot of skill increases (like setting expert/master/legendary on skills), where the + button disappears, and that's likely what's happening to Hykim, if he's got a high-level rogue, but wgbutler seems to be talking about an issue happening during character creation, so that may be separate.
Please send these in as regular bug reports - our support person will ask you for the link to the character (which includes an Id) - that way, we can clone the character and inspect it ourselves. These are likely issues happening because of a combination of factors on the character - something more complex than just one particular background.
