Trouble selecting weapon with domain special

I have a domain special that allows the user to select any weapon they have and it grants bonuses to the weapon.

I have the Item Selection fields as
Select from... All Weapons
Restrict First List to... All Picks on Hero.

However when I go to select the weapon on the character it only shows Ranged Touch Attack and Unarmed Strike as options. This is both with any manufactured weapon unequipped or equipped, magic or not.
