Trouble installing 22c patch

Army Builder runs fine when installed from the CD. The patch gets to
about 80% and then reports an I/O error. I've downloaded the patch
using IE, Netscape through "check for updates" within AB. I've tried
installing it in safe mode. Nothing works. This is a 3 or 4 week old
install of Windows 98se with Norton firewall and AV. I've tried
installing with those turned off. Army Builder has run fine on this
exact same machine under a previous install of 98se.

Any suggestions?
