Troop Subtype

I apologize for the newbie question, but how to I add the troop subtype to a creature? For example, if I have a troop of level one human fighters, do I create the human fighter first then make it a troop, or do I somehow start as a troop?
 
Troops are created as races, you'll need to use the editor or the bestiary monster creation to make said race.
