Toughness stacking

Per this link, Steve Kenson says regarding stacking toughness and equipment:

It really should say, "... armor bonuses do not stack with other power bonuses..." since that's the limitation of equipment.

Armor (as equipment) does stack with the Toughness bonus from Constitution and even the Toughness bonus from Defensive Roll, but not with Force Field or Protection (which are power bonuses).

So then the Tough(ness) feat, which is an innate quality of characters and usually a limited feature, should also stack with equipment, no? It doesn't seem like it currently does.

Got a response from GR on this:

I'd tend to say it doesn't stack, to be more consistent and balanced with Defensive Roll.

i.e. defensive roll stacks, but you can lose it due to circumstances. Toughness doesn't stack, but it's always applied.
