Toggling Modifiers

I'm sure this has been asked before but I couldn't find it. I would like to quickly and easily toggle encumbrance modifiers for skills on and off during game time. The only way I can see how to do it right now is to go into each person's "configure hero" settings and use the optional rules. Alternatively, I have to go to each hero and "drop to ground" every item on multiple tabs. Am I missing something?
 
What would this represent in character?

Drop to ground represents taking the action(s) to drop some of your heavier items, so that you can maneuver better (but you'd better not have to retreat from this fight). The configure hero option is intended as a more permanent option - "I don't want to take the time to bother with encumbrance in this campaign."

If your character is regularly dropping many items during those times he'd like to use ACP-dependant skills, consider keeping them all in a single backpack - then, you can simply drop the backpack, which drops the weight of everything in it, too.
 
Two characters decide, for the night, that they're going to go out on the thieve's highway and do a little burglaring. As a result, they leave a bunch of their standard adventuring gear behind so as to be light and quiet. This reduces their encumbrance to light.

I don't want to have to go through and "drop to ground" each single item they've left behind. They've marked it down on their sheet and that's good enough for a short period of time. I just want to quickly toggle the skill modifiers.
 
What if they've only dropped enough gear to reduce their encumbrance from heavy to medium? A simple switch to turn it off wouldn't suffice for that.

As I said, take advantage of containers, and drop the whole container, which removes the weight of everything in it. Do these characters realistically have every item they're carrying on a hook on their armor, or should most of it already be in packs and pouches?

P.S. The "-Custom Location-" option near the top of the gear list could be used to add a location called "Home" if you wanted to be more specific about where you left your items than "dropped to ground".
