This may be a bug but I am not sure

I didn't want to report this as a bug because I am not sure it is. I may be misunderstanding the rules so I am checking with you all for verification. I am generating monsters using the Wounds and Vigor system from Ultimate Combat. These are my observations. If I am in error, please let me know.

I generate the character in Hero Lab as an NPC and click on the Background tab. Then I select a Race. These are the results I got

Griffon: Vigor 42, Wounds 32
Astral Deva: Vigor 157, Wounds 57
Elder Earth Elemental: Vigor 168, Wounds 42

In all three of the above examples, the creature's Vigor is identical to it's hit points in the Bestiary except for the Astra Deva where Hero Labs (correctly) removes it's Toughness bonus. However, even then, like the Griffon and the Elder Earth Elemental, the Constitution modifier seems to be added to Vigor. My understanding of the rules is that the Constitution modifier should not be added. Basically, is Hero Lab supposed to be adding Constitution Modifiers to Vigor? Thank you.
