Template to set ability score at a specific value?

I'm trying to create the Fey-Touched template from the Wrath of the River King adventure by Kobold Press.

It is commonly applied to creatures with the Animal type, and automatically sets their INT score at 10.

Ordinarily, I'd simply apply an INT+8 as a result of giving the template.....except that it can also be used on Magical Beasts....some of which have INT scores higher than 2.

Is there a script that can be used to set an ability score at a specified value, rather than giving a bonus or negative?
 
I was looking at other templates, and am wondering....is it possible to set a bonus to an ability score, but also establish a max value it can have?

The "Feral Dragon" template from Green Ronin's Advanced Bestiary sets minimum values to scores, so I wonder if that could be reversed to do something like +8 INT, MAX 10.

Another one is Flesh Plant, which gives a minimum INT of 1, if the original creature did not have an INT score.

Id Ooze almost seems to do exactly what I need.
