How do I add this new weapon (from White Dwarf) to the Tau Roster
using the Construction Kit along with the option to take a Target Lock
interface at +7 points (BUT ONLY FOR THOSE WHO TAKE THE RAIL RIFLE).

upgrade cost: +10
max # of upgrades: 3

Type: Rail Rifle
Range: Range 36"
Str: Strength 6
AP: AP3
Type: Heavy 1
Notes: Pinning Test
