I am trying to input Muskets in the editor via the weapons tab. under the ranged increment I want to create a new tag that sets a 150 foot range
what is the proper way to do this?

The second item in the list of availble ranges is "-New Tag-" - select that and it will let you set up the new tag.
 
Just an FYI that until you press Test Now! the editor may either A) not display the new tag B) show only the unique ID of the tag and not the value of 150. Its something that can seem strange when first working with new Tags or Sources in the Editor.
 
Actually, for the ranges, the Unique Id of the tag must be only the numbers. Nothing should be entered for the name or abbreviation, so there shouldn't be a problem with the display changing the way it can for the tags in the Custom group.
