Hmm... I wouldn't count the Hive Tyrant and his attached Tyrant Guard as a
"brood"; rather, they'd be two broods.

If it didn't include the bit about monstrous creatures, and instead said
"All special rules for the Hive Tyrant apply", I'd agree with you. But it
doesn't mention it...
