I submitted a bug, the best way to explain is to walk you through it:

Start a new system in point build mode
Create a 'human' Point build is 80 points.
Change to 'troll' or any other race
Notice the edge is 'locked' at 2 (since that was the min for a human).
After setting the race to troll, notice the build points moves up to about 180 points. Body and Strength are both at 6
Now move back to 'Human'. The build points moves back to 80 but Strength and Body are 'min' 6.
 
Thanks for reporting this issue. I've added this to our to-do list.

The work-around until then is to select "Trigger Full Evaluation" from the Develop menu, which will trigger a reset of some of the things that were stuck on the previous race's settings.
