Special Character Toggle

so I can set a toggle in Armybuilder whether I want to use Special
Characters or not.

Go to the Settings menu and you'll find the menu item at the bottom
of the list. If you want to recreate this for your 40K2 files, then
you'll need to create a composition group especially for this purpose
(that's how it's implemented within AB). For details, please go to
the section on defining composition groups in the Kit manual.
