Skill Increase Assignment (how to?)

I've searched the forums to no avail.
My PFS2 Rogue gets to increase a skill from T to E...but the program isn't letting me.
There is a section under "Skills" labeled "Skill Increase Assignments" (see BEFORE image). However, when I click on that, there is nowhere to select a skill to increase (see AFTER image).
Obviously I'm doing something wrong.
I know how to add an override through the "Adjustments" section, but that is a sub-optimal solution.

You increase Skills by clicking on the dots in the list of Skills. Ex: if you want to increase Acrobatics from Trained to Expert, click on the dot under E and to the right of the locked dot.
