ok, I finally read it and understand what you want.

For example, Serra angel is in 8th so it is legal. the 8th ed card has
the tag "restrict" with the value "std_legal".
in the magic.def file, the group "restrict" needs to have the value of
"visible" changed to yes.
then, every card that is currently standard legal which was printed in
an older set needs to have the "restrict" tag added with the value
"std_legal".

If you would like to undertake this task, I'm sure Colen would be more
than greatful for the help.

That seems an easy enough change, I'm sure the author of the magic files
can incorporate it in the next update.

Out of interest, why would the second part need to be done? Assuming the
MRP mechanism was in use, this would be taken care of automatically. If the
user has for some reason deactivated the MRP mechanism, then things are
kind of 'at your own risk', so I wouldn't think it would be at all
unreasonable for this not to be marked on the older cards.
