The item should be adding a +2 circumstance bonus to Stealth checks. If I add it to a character and check that it's being worn (I've tried with a fully-developed character, as well as a new profile without armor or other gear), there's no difference to the total bonus for the Stealth skill. Is this a glitch?
 
What book is it in?
The only Shinobi I see, is under magic items, the Shinobi fuhonsen, which is listed as an artifact.
