Setting up an xml feed for homebrew .user files ?

My group uses HL for all our character generation and we all have multiple PC's running HL.

Remembering if we have updated them can be a pain.

I recently come across the community packages and liked the idea of the custom feed so when an update is published anyone connecting to the feed get notified.

Are there any documents or instructions on setting something like this up ?
