Setting custom quality cost 6e

I can't find a way to set a cost for a custom negative quality. It says "Once added, you can set the name and the cost of this quality." However I don't see a way to add it when I edit it. Is this a bug or am I missing something?
 
Please report bugs within the program - there's an icon that looks like a gear at the top right that has a bug reporting link. Having all the bugs come in to a single place makes them easier to find.
