Ring of Protection, No Armor Bonus

When I equip a Ring of Protection or Ring of Protection, Greater, my character's toughness doesn't change. Is this a bug?
 
Make sure you also go to the In-Play tab and enable the bonus. They always start as disabled, and you only have to enable them once.
