Replacing racial starting languages

I have an alt racial trait that replaces the Sylvan starting language of the gnome to Terran. Is there a mechanism to do this?
 
Looks like that works by assigning a tag to the kitsune which turns off the language due to a bootstrap condition. That is not going to work in my case since the languages a gnome starts will do not have any such bootstrap conditions. Guess I will have to implement this as a separate race and not as an ART.

Maybe a feature for future updates? A tag that allows ARTs or other abilities to swap out the starting languages that a race gets?
