Racial Cust Special (Any)?

I am trying to get various Racial Cust Special or Alt. Racial Trt available to all races. Is there a tag "Any or All"?
 
No. What sort of alternate racial ability is available to any race? Wouldn't it need to at least have the abilities the ART intends to replace present?

I don't know exactly what your aim is, but if you want certain abilities to be addable to any hero, perhaps you should either A: create your own tab or B: make a mechanic which bootstraps a configurable where you can add these items.
