Question - Where to add "Incantations"

Hey, where would be best to add "Incantations".
Incantations function like spells, except a character need not be a spell caster to cast them.

I thought about spell or scrolls, but IDK how someone would be able to pick them.

Any ideas?

It sort of sounds like what I did for Eberron Dragonmarks. Dragonmarks allow a choice of different Spell-like abilities. So I used a Configurator which was bootstrapped to the Dragonmark Feat.

Then you create "Custom Racial Specials" and pick the Configurator as the race they are attached too.

For example feel free to download the Eberron package and take a look at the "Dragonmark feat". I think I have everything in the "Feats" .user file.
 
Yea, I thought of something like that also, but anyone can use them and you don't need a feat or anything to acquire them. That is why I am leaning toward scrolls, but at no cost. IDK, at the moment I made a spell school called "Incantations" and the various incantation spells as a 1st level spell. The issue with that is the Incantation spells are showing up on spell lists. IDK, maybe it would be best just as a wondrous item.

Well I kind of took you advice and bootstrapped a Configurator to a wondrous magic item, then bootstrapped the spell to the R Cust Special. Kind of crazy but works!
 
"vanities and prestige awards", hum I hadn't thought of that. Might be a good idea. Let me see. The issue is anyone can have them and there is no cost,
 
I got it working fine, but the spell is greyed out. How do I fix it.

I also made it a domain and assigned the domain, but no luck. Any ideas?
