question about skaven data files for army builder

PCBs are still a standard regiment in WFB. Therefore, they are bound by the
fundamental rule that a regiment must be 5+ models, unless specifically
stated otherwise. No such statement is made, therefore it looks to me like
they should be 5+ models (as enforced by the files). This is just my
opinion, however.
