Prestiage Awards Journal not working

I have tried to get the Prestiage Awards Journal to work for about 5 hours. It only worked twice and when it did, it made the experience go up double. Can anyone help?
 
In order to see the prestige journal, you either need to have the reputation rules from Ultimate Campaign turned on, or you need to add a faction to your character.
 
Or is there another problem you're having? If so, could you please be more specific about what error you're encountering?
