From what I remember, "X" isn't really a rank you give powers, it's more a concept. For example, a 10-rank unlimited Variable power is kinda like a rank "X" power, because it's so flexible - you can make it adapt to whatever you need, so it's probably unwise to let a hero have it, even if it takes up all his points costs.

What exactly were you trying to achieve with rank "X" powers?

I'm looking at making some characters like say Amazo from DC. His mimic ability would be pretty close to PL X,as he could mimic a wide variety of power levels. But his other stats would be within the rules norm. Just wondering if there would eventually be an option to choose X as a rank sometime?
 
I suppose I could add a special power drawback (or something) that could only be applied to NPCs and required 20 ranks in the power, and changed it to rank X. Would that work? Or would you just be able to add 20 ranks to the power to simulate a rank X power?

I could probably just do the latter ... but it'd just be cool to add a X in the rank or PL ;)
