Piercing Metamagic Rod

Is there any way to add one of these to a character? I can't see it in the list of available rods, nor is there a way to create a custom metamagic rod.
 
That is from Ultimate Equipment. Do you have that package? Otherwise I know you can make rods in the editor. I am pretty sure they are considered Wondrous Items if their is no Rod tab.
