Paizo owned PDFs

I would expect that the Chemlak is correct.

The determinant is *probably* "does it contain Golarion-specific" content (and thus, protected Intellectual Property {"Closed Content" in OGL terms})? If yes, it needs the corresponding PDF from Paizo; if no, it is open content and would not (as, technically, anyone could create and sell a Realm with the same Open Content)
 
The rulebook line is anything that has the "Pathfinder Roleplaying Game" logo on the cover (as opposed to "Pathfinder Campaign Setting", "Pathfinder Player Companion", or "Pathfinder Adventure Path"). This would include the Core Rulebook, Advanced Players Guide, Advanced Class Guide, Advanced Race Guide, GameMastery Guide, all Bestiaries, Ultimate Campaign, Ultimate Combat, Ultimate Magic, Ultimate Intrigue, Occult Adventures, Horror Adventures, Pathfinder Unchained, NPC Codex, Monster Codex, and Villain Codex.
