I believe the codex should overrule the 40,000 rulebook. In this case, the
Ork codex was written before the IG codex (IIRC), and so you had to
reference the black book. Now that we have the IG Codex, it should be used
instead of the rulebook.

Yeh, but it was written after the Space Marine Book, and it still say's to use the Black Codex.

Not according to the infamous Q&A.

shootas for example), would that mean only 1 Rhino could be taken (since
any upgrade would put it above 50 points)? Or is it just for the
initial cost where you have to deal with the 51+points limitation?

The former - it's the vehicle worth that's the issue.

The former here refers to "would that mean only 1 rhino could be taken,
since the latter answer is "Or is it just for the initial cost...etc".

Or to put it another way, if I blow your vehicle up, what is it worth
for victory points? The cost of the vehicle and all upgrades, not the
initial/base cost of that vehicle.

Yes, they are. Also, IIRC, you CANNOT use any SM/IG vehicle gear for
Looted vehicles... So, no Smokes for Looted Rhinos/Razorbacks.
