Not sure if it's a bug, but ...

Absolutly no. In the Equipment chaptrer is specified that the equipment doesn't stack with anything including with each other, except the abilities' bonuses under certain cirmstances (armors and certain weapons).
 
Exactly. In general, anything bought with Equipment Points doesn't stack with your "real" powers. If you want it to stack, you have to pay the big bucks (well, the big power points at least). :)
