SR 5th ed. New Gear Not Showing Up

I have a character that was created prior to activating the Hard Targets and Data Trails sourcebooks. When I try to add gear, or gear mods to the character from these supplements, they don't show up in the list. I know thew modules are activated in Hero Lab, because when I create a new character, the new gear is in the list.

Is this a bug, or am I missing something?
