New character unable to add prestige entry

When I create a new character, the Journal tab no longer has the Prestige Awards section. I still have it on previous characters. If I duplicate an existing character, I have the section. I already submitted a bug report but just wanted to check here too to see if I am missing something or did soemthing wrong.

This appeared after the latest update.
 
Interesting note, I just turned on PFS for a character, no prestige jouranl, but when I turned it off I had the journal, so I'd def say there's a bug.
 
Have you added any factions yet? Without a faction, there's nowhere a prestige journal can add its prestige to, so they're hidden until one is added.
 
That works. Not sure if I had never tried it in that order before or if something changed but either way, after I add a faction, I now have the option to add prestige awards.
