Need help adding a custom Ability Point Buy to the Configuration Page

I have searched the Forums and have been unable to discover how to add a custom Ability Point Buy setting to the Configuration page. Please provide a description with some detail, as I am not very familiar with the HL Editor.
 
So you need to make a new .user file. So from inside of Hero Lab go to "Tools->Show Editor". Then go to "File->New Data File" and then lets save it right away so do "File->Save Data File".

So then on the "General" tab section click on "Creation Method". Then in the bottom right corner click on "New (Blank)" to make a new creation method.

Fill in the following:
1) Name - Something to help identify this.
2) Unique ID - It gives you "crea?" so erase the "?" and fill in another 6 characters to make this a unique.
3) Display Text - Type in something meaningful that will get displayed to gamers.
4) Attribute Points - Type in the number of points the gamer gets to spend.
5) Press blue Save buttom, and then "File->Save Data File".
6) Restart HL and you will have your new point buy method. :)
