Modifying and Creating Monsters

Hi All

If I buy the bestiary data packs can I mod monsters etc e.g can i add levels etc like you can with the 4ed Monster Builder from WOTC ?

You don't even need to buy the Bestiary packs for that - you can always add levels and templates to monsters, same as you can for characters. The Bestiary packs will just give you more monsters to start from.
