Missing Stormbolter

I just noticed that the Sisters of Battle in the WH40K files is missing the
stormbolter.
I realize that it wasnt in the first chapter approved, but I know for a fact
that it was later said in a Q&A in Whitedwarf that it was a mistake and that
it is still possible for a SOB army's Characters to take it.
unfortunately I also dont recall the cost of the Stormbolter.

Which issue of White Dwarf was it, can you recall?
